Clarify Uighur sub-generals

Proposer: Rob Brennan

Proposal

Replace

Sub-general - as above or Irr LH (S) @ 17AP 1-2

with

Sub-general - as above or, unless Uighurs from 860 to 1330AD, Irr LH (S) @ 17AP 1-2

Justification

The option for the Turfan Uighur kingdom (860-1330) says "Downgrade LH(S) to LH(F)@ 4AP - All". The absence of a cost for generals has allowed people to argue that LH(S) sub-generals are allowed (or in fact mandatory) for Uighurs. This interpretation is wrong: the intention was to read the list literally.

All LH in this period, without exception, must be F - which is what the list says. There is no cost given for LH(F) generals because there are no LH(F) generals. The only option remaining is that all generals are Cv. This is what was intended - like the absence of LH(S), it was intended to reflect denomadisation of the Uighurs in the Tarim basin.

Obviously it wasn't clear to everybody, though, so a more explicit wording is necessary.
