Replace

"Upgrade javelinmen after universal introduction of shield to Irr Ps(S) @ 3AP all"

with

"Replace Ps javelinmen after universal introduction of shield with Irr Ps(S) @ 3AP all"

Justification

This is merely to correct what appears to be an oversight in the original list, in that it seems unlikely that the Garamantes, who up until 200BC could field Irr AX(I), suddenly, on the acquisition of shields for everyone, suddenly abandoned the practice.
