Replace:

Upgrade Ps(O) in excess of half skoutatoi to Reg Bw(O) Any

with:

Upgrade Reg Ps(O) in excess of half skoutatoi to Reg Bw(O) Any

This is to prevent a player applying this upgrade literally and using it to upgrade the Irr Ps(O) "Lazoi, Abasgoi, Tzanoi and other Persamenians".

2. Clarify dromons wording

Replace:

Dromons - Reg Gal(O)@ 3AP, with Reg Ps(S) @ 3AP 0-1

with:

Dromons {Dromon crew} - Reg Gal(O) @ 3AP 0-1

Dromon crew - Reg Ps(S) @ 3AP 1 per Dromon

This is a more standard form of words and should be be clearer.
